If your cat is an out door cat without a collar and tags, ydi. People can easily mistake it for a stray. I know everyone in this neighborhood feeds the strays and a few people name them.
I had an outside at who would slip his collar I never cared if someone else fed him. I understood that he could be mistaken for a stray. Still don't know how he managed to slip almost every collar he had. I'm also sure that some of the stays I feed probably belong to people on the street.
Talk to your neighbor. If they claim the cat is theirs, take it to the police with whatever pics you have of you and the cat. Also take the vet records.

You should keep your cat indoors at all times. I don't understand cat owners who let them outside. They could get hit by a car, tortured, contract something horrific, get seriously hurt...or have an affair with another owner.
Honestly, out of my three cats, two ended up being indoor/outdoor cats for about a year because they couldn't stand being indoors. They only went indoor only after one of my neighbors DID try to steal one of them. But now we have to plan out our moves every time we open the door.
