You are definitely an idiot for forgetting to pay. For the people pointing out you normally have to pay before you can register, though, while that's true they could be on a payment plan of some kind. I know some universities will let you work something like that out if you can't pay the lump sum right at the beginning of the year or semester.
Yeah, you're an idiot. 1.) At least check the e-mail address of the sender before blindly deleting the damn e-mail. 2.) Like everyone else has said; how did you not think for a second, throughout all the time you were getting these e-mails, that you haven't paid your tuition in quite a while? Jesus Christ.
Maybe the next collage you go to, you should ask them to wave the god-damn bill in front of your face to make sure you don't miss it! Seriously, No-one spams about final payments. Exept assholes, but that's beond the point.
