What if he was setting up for a pick up line. Like "these condoms are to big, but when I look at you they fit perfectly". He's just a hopeless romantic.

I think that OP may have been looking at him all glassy-eyed and it made him uncomfortable. The customer probably made that comment to interrupt whatever dirty thoughts were looming in that OP's mind. Some situations are inappropriate to get eye ******, especially when it might tempt both parties...or if the customer's not interested.
