OP isn't giving enough info here.. If the kid is under two then she might just be curious and not know better. Then again, as soon as she is old enough to hold a pencil she is old enough to be taught about kindness to animals. Time for OP to teach her kid about playing nice.

This is the time when a good swat on the kid's ass comes appropriate. Try explaining that it hurts and that if the cat bites her or scratches her, it will be her damn fault. Pencils, as in plural? I think that attempting to stick one pencil up a cat's butt would result in an experience that, once the stitches came out, would have you rather stick them up your own butt than try a second time.

I have a pencil sharpener which is a cat that you stick pencils up... it's got an eyepatch ;). But seriously, that's a bit messed up.. bet the cat loved it ;D
