You should be able to contact your city and not only will your neighbours have to pay to have the fence put back where it belongs, but they will likely also get a hefty fine. Or you could tell them that there options are a) fix the fence and pay the city, or b) fix the fence and pay you the fine...

not if someone bought the house afterwards, the price of the pool would most probably be added to the price of the house. and either way they can't just steal property without getting permission!
Not only did they tear down the fence which divided up his property from theirs but they rebuilt another fence stealing his pool. It wouldn't have gone to waste because eventually he was coming back an like the other person said, even if he didn't he would sell the house and the way the heat has been this summer the pool would definitely upped the price on the house. And why steal it? It is much more simple to call and ask if they could use his pool.
There are property line for a reason! Go to your assessors office and get copies of your property lines... Then call police and file a complaint! Your 'good' neighbors will have to remove and fix the fence back the way it was!
