Yeah, it is that bad. A 15 year old and a 22 year old are not on the same mental level. I myself dated a 24 year old when I was 17 and even though I was pretty mature and aware for my age, the power structure was definitely in his favor because of how much older he was than me. It was not equal as it should be and it really can never be with a young teenager and an adult. Not to mention it's really creepy to encourage people to date underage teens and keep it secret...
