Maybe she lives in a house where her bedroom faces her backyard. In that case she wouldn't feel the need to use blinds. Every house I've lived in my bedroom has faced the backyard and I have never bothered using the blinds. Then again, if I ever saw a face looking back at me I'm sure I would start using them.

1. record him peeping on you. 2. make a log of the times that you and your family have actually seen him. 3. contact the police department of a town a few cities away; this guy probably has friends at the other local cop stations.
I had a neighbor that used to look into my windows at night (i didn't always want to close my blinds either, i liked getting the ocean breezes) until I had my boyfriend dance around naked the next time I knew he was watching. I haven't caught him since. Maybe you and your parents should switch rooms for awhile....

Wouldn't it be nice if they invented some sort of way to cover your window to keep people from looking at? Maybe even add an easy way to uncover it if you want the view outside during the day. Oh, wait. They did.
Thank god you caught him! If you had just reported a peeping tom, he just would've gotten sneakier and you wouldn't have known. And, people shouldn't NEED blinds to keep people from looking in their bedroom windows at night! In a perfect world, people would respect others' privacy.
