In the same way someone worried about being mugged could choose to carry a weapon, or panic button, someone who believes they are being watched, can choose to install blinds. The fact that you are unable to accept the possibility that someone should take responsibility for their own safety, is completely ridiculous. Blindly expecting someone to protect you is clearly disproven hear, as shown by the fact that the perpetrator was in a position of authority. Luckily the parents of the victim were able to find the perpetrator without the help of the police, because the help of the police would have simply protected the perpetrator.
