I'm pretty sure OP was hinting at wanting to get married. If not, then the joke could have easily turned into something serious. People these days are way to sensitive. Also, if a couple is close, then joking this minor should be acceptable.

He'll get over it, just explain it was a joke. It would be cute to get married on leap year, it's considered good luck and it would help out the spouse who forgets anniversaries, they only have to remember it every four years.
