I'm pretty sure that, even in India, a person cannot fill out the forms to be legally declared another sex at the age of 14. Why is everyone is jumping to that conclusion? My mom is, and has always been female, but was hassled constantly by Selective Service from 18 until she was 23 because she hadn't registered. She had to fill out forms and go through a bunch of other stuff to prove she was a she. It's what we call a clerical error and it happens to the government all the time. I'm sure India is no exception.
