I agree that this is made up. No doctor is going to bring an adult patient's parents into the room for any reason unless the patient requests it. For your penis to be considered "abnormally small" it would have to be 2 inches or less, and even then, plenty of healthy men function normally with tiny penises. Unless you had pain or other symptoms of a disease, no doctor is going to make a big deal about you having a small willy.
