OP, why the hell would you prepare to act offended if you were wanting to flirt? Isn't that kinda like being a bitch to a guy but then also wanting his attention? Grow up. If you don't want guys looking at your rack then stop showing them when you're out. Act offended and morally superior when he glances at your chest, making him feel ashamed of a natural action PROVOKED by your clothing choices. Hot guy you're attracted to? Smile coyly, wink, and/or flirt to your heart's content, feeling powerful that you've grabbed his attention when normally perhaps he wouldn't look at you twice.

honestly though girls get too caught up on this crap. its not uncommon for people to just gaze around and lose track of where their eyes are focusing, and dont have to be perving to have looked at your chest. i cant even remember the last time i looked at a girls chest but i get the feeling there are plenty of girls who think they 'caught' me.

I get have never once been 'caught' generally because the girls like the attention.
