you should try a schedule. so say 2 hours before you want to go to bed (the same time every night) you shower, lay out clothes, get in comfy jammies, read a book, etc. no computer, TV, or phone though. then when it's bed time turn the lights off. once you close your eyes think of a simple story. distracting your mind can help you sleep. it takes a while but once your body understands the routine you will get tired at the same time and sleep will come easier. also try some aroma therapy, massage, or something else super relaxing. also temperature is important make sure it is relatively cool in your room and completely dark.
If downers are doing that you might have ADHD.
try playing a guided sleep meditation video on youtube. they help me fall asleep a lot faster when I don't want to take my sleeping pills
If you feel high (as in "I can do anything!") you may want to go to a psychiatrist to see if it is bipolar disorder. Lack of sleep like this is a very common symptom, and sleeping pills typically don't help

Hmmm you could have ADD/ADHD It can cause certain chemicals to react in your body the opposite of how they should. I have it and when I was younger Caffeine would put me to sleep.
