This is a chance for you to have an good talk with him. Be supportive. I have a very good friend who went through a cross-dressing phase, and because of a lack of support, at home, he attempted suicide several times. if the fact that it's 'your' underwear that bothers you, buy him some of his own. Think of this as an opportunity to teach your brother what it really means to walk a mile in your shoes!
