Hell, you want to know the best way to deal with this? 1) Be understanding. Yeah, you probably don't want your brother wearing YOUR knickers, but does it really hurt anyone that he likes to wear girl's pants, and is it anybody's business? 2) Ensure he doesn't knick your knickers again by being a good wingman. Most guys who like wearing panties steal them from wives/sisters/girlfriends, etc., because they're afraid to buy them. Maybe you could do it for him.
