Little kids are still discovering their bodies and want to know they're normal. He and his friend were probably reassuring themselves that everything's normal "down there." I wouldn't encourage it in the future, but don't be too worried about it.

I wouldn't worry about it. I am sure they were doing it out of curiosity and not comparing them like how older males do. To them, it is more or less a game or something.
