Pigeons can be dicks, as can Sea Gulls; I remember as a little kid vacationing somewhere on a beach watching some woman with a paper grocery bag get attacked by birds w her food. I felt sorry for her. I think part of the reason taht happens is because people feel the need to feed these birds when these brids are perfectly capable of finding food on their own.
#22, some people actually eat at other places than McDonalds. There are also places that have burgers that cost more than $1. For example, there is a place in my podunk little town that makes an awesome burger out of angus and it cost about $5 for just the burger. Birds are relentless and will chase for a long time. I am not sure why this person did not just drop the burger, but maybe they just did not think about it.

birds have diseases. so whether or not you kept the burger (which i dont think would be worth all this nonsense) i would have still tried to get away from those things.
