YDI Your kid is 3. Both the laptop and the nail polish should be out of reach.
That's easy to fix. I once put black nail polish over one of the lights on the side of my laptop because it was unnecessary and it bothered me. Just dip an earbud (that'd be a q-tip seeing as you're American) in a few drops of nail polish remover and wipe it off.

I know nothing about computers, but can't you replace the lens itself? Then again, I know NOTHING about computers. I hate technology.
She can just use a bit of nail polish remover. Not too much or the webcam will break, but a little bit, with a cotton pad or something like that, won't hurt at all.
