At least you can say he probably wants to, but is too nervous to do so sober. He was drunk and decided to just go for it. When I drink, I do things and say I would normally hesitate to do or say. Just casually say the next day, after he gets done nursing his hangover, "Hey, babe, so last night you asked me a question. I was just wondering if you meant it?" and see what he says.

don't get what the problem is. If he isn't the kind that says "I love you so much" and cries to EVERYONE when drunk, then these are his true feelings, and you just need to feel good and wait it out.
