I'm pretty sure that's illegal. You can't waste the police's time like that.
It sounds as though your options are fairly straightforward. 1. File a harassment complaint with the police. 2. Contact your landlord and explain the situation. If he or she is a decent landlord, your bf's ex could be evicted. (Don't quote me on this one. I would have to double check.) 3. Confront her about it. 4. Move. 5. Live with it. I recommend options 1, 2 or 3.

Maybe she should get her hearing checked...I guess she is hearing the wrong apartment... Actually never mind...maybe you can request a change or something to deal with her..
Explain to the apt complex what is going on. If there is a free unit that is comparable they may let either you or her move. Also, some apartments will evict over harassment of other tenants. Whenever there is an incident, complain to them.
