Judging from the guy's reaction, I'd conclude OP was not "tipsy" but "drunk" and wasn't "flirting" but acting like a total creep. Or maybe he's just a jerk. :D
He just didn't want to start a conversation with you – not everyone wants to start a conversation with a total stranger. And probably he was afraid you might be very drunk and potentially puke on him (as lot of drunk people do), and hence he did not want you next to him. It is hard to say how much a person can tolerate, and hence not possible to gauge when a drunken person might throw up.
