Couple of things... OP is from UK, as others have stated, unless a device is hands free it is against the law to use it whilst driving. You must pull to a safe place and stop to make/take a call or you are breaking the law. With regard to horn use, from UK highway code - The horn. Use only while your vehicle is moving and you need to warn other road users of your presence. Never sound your horn aggressively. You MUST NOT use your horn while stationary on the road when driving in a built-up area between the hours of 11.30 pm and 7.00 am except when another road user poses a danger. Note the last line. Based on laws in the UK, which are quite clear that using a phone whilst driving is dangerous, that appears to be an acceptable exception.

That is exactly why you shouldn't honk at people unless it is absolutely neccesary. I hate people who phone while driving as much as you do, but you could have known that the situation might become even more dangerous if you do something that frightens her.
What happens if something occurs which is not an everyday driving occurance if something such as an something which often happens on the roads (someone sounds a horn whilst driving, not necessarily at her but nearby) shocks her to the point of crashing into someone? Essentially she was a danger to other drivers which has been amply proven.
