When I was a kid, my mom and brother had the same arguments about his messy room. He ignored her, until my parents started grounding him and giving him extra chores. After being grounded, he took them seriously and kept his room clean. Punish your son! Take away privileges: grounding, whatever he values (xbox, time with friends) take it away until he shapes up!
