It's actually illegal. Two things you can do here, call the police, or get them back by buying one of your own, using Ethernet and turning it on during the day. If they confront you about it, explain the irony.

Or, and this is one of my fiancee's favorites, connect to their wireless if possible, find an unsecure file share or hard drive on their home network, and fill it up with the nastiest, gnarliest, dirtiest, most heinous **** you have the stomach to find. fill their Favorites folder with links to child **** sites. THEN you go talk to them about turning off the signal jammer. If they give you a hard time, anonymous tip to the police about how your neighbor is a child **** addict.

It's very illegal. That's sort of what I suggested in my comment.
Build your own wireless jammer and put it outside their house during the day, if it's legal of course.
It will be interesting to see the FCC try and pull any weight in Canada.

I'm pretty sure signal jammers are illegal in most western countries. Give the FCC a call.
Well, if you have to use the internet at night for work/school related stuff and have arrogant, stupid selfish neighbours then yeah it's a big deal.
I didn't know there was such a thing as a scrambler.. But anyway, I think there is some missing information - Are you using your neighbor's wi-fi connection, or do you have your own? If you have your own and your neighbor's scrambler is interfering with it, then that's definitely a problem. If you are using your neighbor's wi-fi, then do they know about it and are they okay with you using it?
Technically, since one's internet connection goes to the modem rather than the router, the phrase "my internet" could mean anything. I don't know if the OP means his internet connection is provided by his neighbor's wi-fi or his own wi-fi.
You can put in a police report. If its screwing you up, it's a disturbance
