I call shenanigans. We don't respond to 2-11 by stuffing a random runner in the car, and we sure as hell don't do it without an explanation. They can reasonably stop and question you. If they deem necessary, yes, they can take you to the station. But unless they were already calling after you and you didn't stop, they're not going to "tackle" and drag you off. Then again... you DO live in Massachusetts... ;-)
As you eluded to. Not all police departments are equal. Some cops just love tackling. Even if this isn't true for the OP it's absurd to think it never happens.
Maybe the OP was listening to music while running, so he didn't hear the cops telling him to stop, at which point they tackled him?

Correction, they SHOULD stop and question. Unfortunately we often here cases of policemen abusing their position or not following the protocols. Policemen are humans, some/most of them might be good cops and play by the rules, few others are idiots (with a gun)

File a lawsuit against them, it's illegal to arrest someone without telling them why or even telling them they're arrested as they're putting on the handcuffs or as early as possible which, n this case, seemed to be while the handcuffs where put on.

Because in some jurisdictions (don't know exactly about the US) apologising is legally much like admitting fault and can get them in more trouble in case OP sues. At least, that's my guess :)
