Call the police. They should be able to trace the call and arrest them for theft.
They're only able to trace a call during a phone conversation. The OP has no idea who this person is, so it would be incredibly hard to trace a certain call if they have no idea what the mystery person's phone number was.
But the phone company would be able to get it, even if the number was blocked. That's how my brother got caught prank calling the neighbor at 3:00 AM. :P
You're all assuming that Op was smart enough to get her dog micro-chipped. If not, then it's a he-said, she-said thing, and it could probably get pretty ugly.
Not if OP has pictures of him/herself with the dog. More than one in over a period of time.

Where I live, you can track the animal by tracking the chip data. Thus, possible.
My dad found a stray dog 7yrs ago. She still had a leash an collar on her, but no tags or microchip. He walked her around the neighborhood hoping the owner would recognize her, put an ad in the paper, local shelters and our vet clinic about her being found. Nobody claimed her, so I kept her. She's the sweetest dog ever, we all love her tons. If her owner suddenly appeared and wanted her, tough shit.
OP, don't give up looking! In my case, we put up all the proper notifications that We found a stray. Perhaps the ex owner didn't want her anymore. We went thru all channels. But keep looking at the shelters, bring pics of her, go to local vets, an even drive down busy roads...just in case she was hit. Papers usually let you write a lost/found pet ad.
trace the phone # your dog should be registered already so umm call the cops . or just let them fry your dog and go eat it at the china buffet
