Tell your landlord that you have hyperacusis (extreme hypersensitivity to noise) and that it is seriously affecting your mental & physical health.
Well I'm deaf myself. I can have it loud and police can't do anything , but out of respect, I won't do that.

If your neighbor is younger than you, (which is possible given their taste for loud music) then you can find a frequency generator program for your computer or app for your phone and hook up some large speakers. Play a noise around 17,000 Hz as loud as you can. You won't be able to hear it if you're over 30, but they will. Works well against annoying pets too.

I would recommend gifting a ear phones to your neighbor ...its worth it...and I am sure I will resolve the problem...
