Driving Under the Influence, or Driving While Intoxicated? DWI makes more sence if he was drunk, but I guess its just personal preferance.

First I would have gotten his name and badge number. Second, I would have called his precinct and reported him. If the cops where you are are anything like the cops around here (lazy, stupid, and think that they are equal with God on the power scale) they deserve to be taken down a notch or two. I don't have anything against cops, but some of them think that they are above the law.
