That sounds like the same mentality I saw first hand at Koch Ind.
I'd point that out to somebody.
They have you in the position that they want you. This is how companies operate now. They don't like any disruptions. Why train and promote people when you can hire folks that are in debt fro paying for their own training meaning they are less likely to quit for fear of getting behind. The position they hire you for now is exactly where they want to keep you.
Or perhaps your résumé didn't detail your full skills and capabilities.
I guess nows not the time to ask for a raise?
Progress is overrated anyway
