I agree. My cats used to poop everywhere, because they're stuck-up and didn't like their type of litter. My mother would just look at it, until I came home, and would eventually scold me over it. It sucks, but it's discipline. Your pet, your responsibility.

My sisters cat used to potty on the toilet when the seat was down. We had to replace the seat cover so often that we just gave up and took the cover off. Solved the problem.
