You don't need a new number. You need a new family.
It's your fault. If this has happened before you shouldn't give anyone your phone number.
What's the point in having a phone number if you don't give it to anyone? It's pretty likely that it went something like - the first time she changed the number even she wouldn't have known it was coming and wouldn't have likely expected him to do it again, she just wanted people to stop calling her. She probably wasn't even trying to keep her new number a secret then. But then when he did it again she might have told her mum not to give it to him again, but not necessarily why. But he convinced her it was okay somehow and did it again - that's the third time. Then probably she explained to her mother that she really, seriously, did not want her brother to have the number, and trusted that now that she had explained properly her mum would keep it to herself. You know, because it's her mother, and most people trust their parents. But her mother sucks and gave it to him again anyway, and now OP is posting on FML, having only just learned that her mother is in fact a dick rather than just didn't understand the situation.
Sounds like time to file harassment against your brother.
And that's when you stop giving your mom your phone number.
