Why should your neighbor have to cut down his tree? It's his yard; if he doesn't want to put out a huge effort to get that tree down to please only you he shouldn't have to. Maybe he liked that tree. YDI.
Are you a troll ? If you're not, don't you think that the neighbours are responsible for not cutting down their tree (I assume it was dangerously leaning), because it caused damage to someone's car ?
This totally depends on where you live. In NY State, your 100% responsible for your property. If somebody were to slip on your icy sidewalk, you can be sued for damages. There has to, however, be some sort of neglect that you could prove. If the tree was dead or sickly, they are responsible.

If it's in their yard it's their responsibly and I think they can get in trouble for it. But don't hold me to that.
Not true in this case if it was by natural causes. Its the car ins thats responsible. This exact thing just happened to me as the tree owner. I am voluntarily paying for the car's damage.
