Just being honest, I believe the postman gave her a heads up, and in some way she was disgusted by it. Give her about highly 3 weeks to confirm she has no good intentions, and afterwards I'd confront her with you knowing she has it, and call the cops if she denied. Having mail delivered (DOESN'T COUNT IF YOU HAVE NO IDEA WHERE THE PERSON LIVES!) and holding it back, in such an obvious case is probably against the law.
