Well they don't really know any better. My brother has Down Syndrome, I think they should get a bit more leniency.
If you're unable to mentally comprehend the law, then following it isn't going to be possible moron. Please tell me you're intelligent enough to have a grasp of what I explained to you.
What do you do when a Down syndrome kid hits another adult then #270? Should they be excused because they can't 'comprehend' the law? In this situation it was minor, but my point is you can't be allowed to do whatever you want just because your mentally impaired.
Yes, they should. When was the last time you heard of a judicial system for Down syndrome or mentally disabled people? Yes, there is a "mental hospital" for people that go crazy. But a Down syndrome patient can't be put in there. They should be controlled better by their caretaker. And you said a kid... Since when is ANY kid going to be expected to have anything more than a slap on the wrist for hitting an adult. And like #270 said, if you can't comprehend something, how can you be expected to follow it.
There's a law against bikes on the sidewalk? Damn! I've been a lawbreaker for years for the sake of my own safety!
In some states it is illegal, but it's such a stupid law that no one really enforces it.
um #29, looking at someone on a bike from inside a police car (maybe even from behind) it'd be kind of hard to see any of the those distinctions that would have told the OP the kid had Down Syndrome. And bikes are considered vehicles (because they have wheels) which can be dangerous to people walking on the sidewalk-that's why the law is in place.
YDI for enforcing a stupid law. I swear, cops these days have no personal discretion. Get a brain instead of mindlessly following orders, Officer Zombie. EDIT: unless your town has bicycle lanes on the streets, then there's no reason for a cyclist to use the sidewalk, and then the law makes sense.
