I just returned from a trip to California (I live in Texas) and I was surprised at how many bike lanes were out there. See, in places like California, they give a shit if you prefer to ride your bike. I live five miles from Lance Armstrong, and I haven't seen a bike lane in Texas in the years I've lived here. But yes, this does suck.
It may just be the ones I see, but aren't people with Down Syndrome usually accompanied by adults?
Unless your city has separate bike trails (not just lanes on the side of the road), please don't enforce that law. People will die.
The "No bike on sidewalk" law serves the purpose of protecting pedestrians. That is a good goal however, the law is stupid as motorists can be the worst sort of person (There was a case here in Sydney, Australia where someone intentionally ran over any cyclists he came accross, never got caught either) My father also got intentionally hit by someone who then stole his mangled bike and didn't call an ambulance after he shattered his wrist on the road. So, i think for the saftey of cyclists that law should be removed.
It's not your fault - from inside a police car, you would never have been able to see if he had Down's Syndrome - if you would even have been able to identify it! Yes, #29, I'm talking to you. If he hadn't personally observed a person with Down's Syndrome before, he may not have been able to correctly identify it as Down's Syndrome. And even if you HAD known, it's your job to listen to your supervisor. Just because he follows orders doesn't mean he's a "zombie" #34. And as to why this is an FML? I thought that was obvious. I mean, wouldn't you be upset if you caused a mentally retarded boy to cry - much less pee on himself?

You shouldn't feel bad about enforcing the law, and you should definitely tell your boss what happened.
