Why don't you just talk to him about it? All I hear about is how cops have to much power. So the small things, like talking to your neighbor, or sibling, or co-worker, that can be handled by you, should be. You kinda sound like a wuss, peeking through the blinds, watching this. This also sounds like it was during the day, since you could see so well. I know I'm going to get hate but...suck it up buttercup or deal with it yourself. I work during the night, sleep during the day, and mowers, cars and yes music is loud. I am logical and understand this is life. I bought 2 noise machines to place on either side of my room and a fan. The noise doesn't get through. The one time the neighbors were playing music so loud as to vibrate my house, while I was sleeping, I went over a knocked on their door in my pjs and politely explained. Guess what? They turned it down. And if I'm not sleeping, I let it go. Just bc something is annoying does not make it illegal or worth trying to control. Big picture/grand scheme of things it's a petty drop in the ocean. But if you'd rather complain, know that it's a violation (like a speeding ticket), that's all cops can do (if that, depending on your city's noise ordinance). However, having a cop be the first one to come to the door, not the neighbor, is just starting this whole interaction off bad.
