No, not really. If you dye your hair an ashy shade of blonde, there is no yellow tone, hence the term ash. You could also use a toner if you hadn't used an ashy shade of blonde. Also, obviously blonde highlights are fake. Why was this mentioned? If the girl (or boy for that matter) had light brown hair, and lightened it a tad to a blonde colour, it probably wouldn't have that much of a yellow tint. I know a few people personally who are natural brunettes, but you wouldn't know it. They dye their hair blonde and it's certainly not obvious.

Left it on too long? Use some hot oil treatments and deep conditioners. Then dye it at least three days later with a permanent blonde hair dye. Leave the the box conditioner on for forty-five minutes, instead of three.
Get some porosity equalizer, a color you like with a neutral base, use a 10 developer. Wet your hair, towel dry it and put the color on. 10 doesn't lift, no damage. Then deep condition like, every wash.
