Thank god you caught him! If you had just reported a peeping tom, he just would've gotten sneakier and you wouldn't have known. And, people shouldn't NEED blinds to keep people from looking in their bedroom windows at night! In a perfect world, people would respect others' privacy.

I don't see why you can't turn him into someone else. And like every one said, get blinds or close the ones you have. Or hang up a poster of the Jonas Brothers facing towards him or some shittt. That's enough to get people to stop looking towards your room.

Um, is there only one cop in your town? Also, there are such things as curtains, blinds, blankets, shutters, etc. I understand that this is really creepy, but there are a couple of things you can do on your own that will sort of fix it. Are you worried about not being able to get help because his cop buddies will protect him? Just get proof and go straight to a lawyer, I guess. FYL, but get some curtains!

Unfortunately, lots of cops get away with stuff that is far worse without even a slap on the wrist.
