You can actually call your provider or go into a store and show them a bill with your address on it and show them you don't have service. They will either fix it or they will let you return the phone and cancel your contract with no penalties. I just had this problem not too long ago...
Every cell phone provider has a clause in their contract stating that if they are unable to provide you service in your home they MUST cancel your contract at zero cost to you. Do not let them try and charge you any return or restocking fees as your reason behind the return is no service

You have 30 days to get out of the contract. Or if you get service everywhere else and you want to keep the phone, ask if they have a microcell that you can get that basically connects to your Internet and creates a mini cell tower, but it will probably cost extra per month.
I have Sprint and in my area there little service. I called Sprint and explained the problem so they sent me a mini tower that runs off my internet connection. I have superb service in my house now. Not sure what carrier you went with but I am pretty sure most major carriers will have that option as well. Call and find out.
