Today, I was a TA for a history class and the class was taking a test. About halfway through, I noticed one kid had a small piece of paper in his hand. I ran up the row, grabbed his test, and ripped it into four pieces. Then I took the note from him. It said "I believe in you, -Mom." FML

Wtf? Why is the OP in the wrong? Yeah, she went a bit too far and acted too quickly, but you're not supposed to have ANYTHING (excluding the obvious pencils and test) out during a test. The student should've known...

nah, once you catch someone peeking at some kind of a note, take a look at the note. you need not worry about the number of examinees because it's impossible for them to peek at their cheats all at the same time.

Today, a TA in my History class ripped up my exam for looking at a note of my mom wishing me luck. FML

Even if there was zero tolerance, it was completely the wrong way to handle the situation. You've probably shattered the kid's confidence (and it didn't seem too great to begin with considering the note he was holding) and distracted everyone else in the room. You should have pulled them aside, even if you did need to take away their test.
