It's pretty obvious why he hasn't cleaned himself, he's with a French girl and doesn't want to offend her customs. Either that, or he's French as well and has forgotten how to bathe.

The location is set to France because that's the location that comes up when you haven't chosen otherwise. FML is based in France, so Nord-Pas-de-Calais is the default location.
