It's an award, and I don't see why OP's daughter would decline it. Now, she might be able to decline the speech.
I can understand being a little anxious about giving a speech, but she should be proud! Valedictorian is a huge honor. You should try to talk to her so she'll realize that she should be aiming for valedictorian!
I don't see why she should be aiming for that at all! The lassie should be aiming for good grades, if she doesn't want to do a speech then that's her decision, outing pressure on her telling her that she should be aiming for that adds a huge amount of pressure and fears such as not making your parents proud and the fear of failure. Some people don't like giving public speeches, that's their prerogative.
More like F her life, public speaking can be very stressful. Maybe you should try talking to her to help her become less stressed, I'm sure she'll appreciate it. Try helping her out with her speech if she does still end up being valedictorian.

I definitely understand this. While I wasn't valedictorian, I was still in the top of my class and had to speak at my graduation. Unfortunately they told me if I did not speak, I would not receive my diploma. In hindsight they probably couldn't have done that, but it made me man up and give a speech. I fell off the stage walking back to my seat.

i went to a graduation recently and one speech is particular was horrible. she could always do that. the person still got awarded for the speech
I don't think they can force her to give the speech.. she could just say no.

Sounds like she has social anxiety or something of the sort. Ask her why she's afraid of giving a speech maybe?
