There's a difference between checking out and looking down someone shirt. If I see a guy looking at me with the look on his face I feel good. If I catch a guy peeking down my shirt I feel violated.

actually from my understanding it IS pretty instinctive for a guy to look at a girl's chest if she's got it exposed. Sure, it's not an excuse, but maybe girls will start realising they don't always do it on purpose (and yes I'm a girl)... (ie. even decent guys will automatically look sometimes then immediately look away, realising what they've done).
