I know that is a commercial here in NZ, trust some morons to act upon it like that. The worst thing at the Mcdonalds i work at is more the asshole managers than the customers... Well i gotta put gas in the car to get to uni somehow
No, the legal and tender thing has absolutely nothing to do with whether or not it can be refused - If they had handed her a $100 bill, she would have been required to reject it. It solely means that the money can be legal tender for debts - its up to the recipient to decide what denominations they'll take. No Mcdonalds accepts $100 bills. And that money is legal and tender for all debts, public and private, and pretty much any mcdonalds has enough money to give change. Even if the customer ordered over $100 worth of food, he still wouldn't be allowed to pay with a $100. When you pay a parking ticket, you aren't allowed to have more than a few dollars in change. Well I don't know if its the same in NZ as Australia but I assume it is. You don't have to accept more than $20 in change from a customer so you were well within your rights to tell him to stick it. Anyways though - you get paid while counting change right? so no big deal for you

you should have said "**** you, and come back with cash"...or, you should have gotten your manager to say that instead...i've done that as a manager because bringing in a tin of uncounted change and expecting the clerk to count it for you is just plain rude. it holds up the line behind you and makes everyone unhappy.
You should have refused them service unless they counted it out themselves. If it was during a rush, your manager would have backed you up.
