Are you implying that OP (along with everyone else) should have worn a turtleneck just for their license? As long as this wasn't a super revealing shirt, and yes, there's a chance it was, but there is also a chance it wasn't, then there shouldn't be a problem. Also, who would want a picture where it looks like their head's floating around in space? *side note: I'm sorry this is so poorly written. I haven't had my coffee yet.

if you're wearing a turtleneck, the seatbelt still goes right over your boobs, which separates them. this would still mean the guy could have been staring. it's not her fault, whatever she was wearing, it was his job to pay attention.
