I think it's weird to immediately cut up the card, because it is such a hassle to get a new one. We lock it up in our safe and give people a chance to get it.... Maybe your store should rethink that policy, it's ridiculous!

The name on the card should have given it away that it was your bosses card. If the name was the same as an employee then you should ask if it's theirs or not before playing Edward Scissorhands.
