Maybe OP did ask...and his girlfriend said to just grab it from her purse. When I couldn't be bothered to grab something out of mine for someone, or if I was busy, that's what I'd do. What I'm more concerned about is why the lady just stood there and didn't say anything? not even a, "hey what are you doing?"

In my opinion it is borrowing if you ask your girlfriend and she hands over the money. Otherwise it’s called stealing.

I'm not sure if it's just the wording of this, but it sounds like the OP didn't ask their girlfriend for the money, in which case YDI. If it is just the wording, then FYL, and sorry for assuming anything else.
