A full moon does not affect its gravitational pull. The mass of the moon stays the same regardless of how much it is illuminated. It's or it is slightly elliptical, so it's position relative to the earth changes, which does influence the gravitational pull a small amount, but this can occur at any phase of the moon.
A supermoon is a bit of a misnomer. Yes the moon is at its closest relative position to earth but it's not gonna look like it's gonna crash into us and it's not gonna change the gravitaional pull of the moon that much either.

I live in Florida and heard nothing about flooding due to supermoons or otherwise... we had a cold front that had barely any rain associated with it... other than that, dry conditions...
