Can't/couldn't are just excuses that your brain makes up. Of course nobody enjoys being winded and feeling their muscles burn but it's the reason getting fit requires serious commitment.
But different people have different levels of ability, and if you are new to fitness, you may not be able to do a routine meant for someone who has been active longer. Most of the time I have failed in the past because I tried too much too fast, it wasn't until I started in with a personal trainer and they taught me to start at my level and move up from there, that I actually succeeded. So it may be a matter of can't/couldn't because they are physically unable to do what they are attempting to do, and need to build up to it.
You just have to keep trying! When I first started exercising I could barely cycle fore 15 minutes, and now I can go for hours!
