Dear OP, Now, I'm unsure of the laws in Arkansas, so I'm going to presume you can't simply shoot the dog the next time it sets so much as a *toe* on your property- leashed or unleashed. However, if you're unwilling to involve law enforcement (which you should, if only to get your complaint documented officially), allow me to introduce you to the wonders of transplanting matter from one location to another. Specifically your neighbor's dog's shit, to your neighbor's yard, pool, flowerbed, or literally anywhere on his property you feel like it belongs. Hell, maybe you don't have any specific predilection... go Mongol, and just fling the disease-laden dog-waste onto his property randomly, catapult-style. I say channel that pent up anger into creative ways to transform those lawn-nuisances into long-range biological projectiles. Or you should just legally file a complaint. Your call.
